Our Ratings Methodology
Each indicator is assessed using three criteria:
Colour ratings are assigned through a structured assessment process combining quantitative data analysis and qualitative expert review. Ratings reflect both the level of progress achieved and the likelihood that the target will be met within the implementation period. Please also note that ratings represent the best assessment possible based on evidence available at the time of review and may be updated as new data emerge. It is also important to note that an indicator may record some improvement but still receive a ‘Minimal Progress’ rating if the pace of change is too slow to realistically achieve the stated target by 2030.
The table below outlines the rating, the colour scheme used, the definition of each rating, and the threshold used to determine the rating.

If the pace of delivery is maintained overall target will be met. | |
| Minimal progress | Some movement has occurred, but progress remains slow, uneven, or insufficient to meet the target within the current timeframe without major acceleration. | Accomplishment at the time of assessment is below expected annual target and implementation is not on track to meet overall target | |
