Salone Development Scorecard focuses on the 100 most impactful outcomes in the national development plan. We applied a 4-phased approach to track the status of each outcome:
  • We first reviewed the MTNDP and identified 100 key results. We focused only on outcome indicators and not process indicators.
  • Next, we established baseline data for each result, largely drawing on the National Development Plan itself.
  • We compiled data on the progress of results using authoritative sources such as official government statistics, administrative data, development partner reports, international and expert benchmarking reports, and indices, and, where necessary, direct verification by the SDSC team.
  • Once the data were compiled, the results for each sector were validated by MDAs’ leadership through one-on-one consultations.
  • A final validation session was held with the Ministry of Planning and Economic Development to correct factual errors in the tracker and see how the tracker can support the work of the government.

Our Ratings Methodology

Each indicator is assessed using three criteria:

  • Extent of progress made compared to the baseline and target;
  • Pace of implementation relative to the timelines set out in the National Development Plan (2024–2030); and
  • Availability and credibility of evidence demonstrating delivery or change.

Colour ratings are assigned through a structured assessment process combining quantitative data analysis and qualitative expert review. Ratings reflect both the level of progress achieved and the likelihood that the target will be met within the implementation period. Please also note that ratings represent the best assessment possible based on evidence available at the time of review and may be updated as new data emerge. It is also important to note that an indicator may record some improvement but still receive a ‘Minimal Progress’ rating if the pace of change is too slow to realistically achieve the stated target by 2030.

The table below outlines the rating, the colour scheme used, the definition of each rating, and the threshold used to determine the rating.

Minimal progress Some movement has occurred, but progress remains slow, uneven, or insufficient to meet the target within the current timeframe without major acceleration. Accomplishment at the time of assessment is below expected annual target and implementation is not on track to meet overall target
No Progress/Stalled No measurable progress has occurred, implementation has stalled, or conditions have worsened compared to baseline. 0% progress or regression from baseline
