Target description

A new Fiscal Decentralisation Policy launched in 2025. City-level Revenue Mobilisation Committees established. However, local councils remain heavily dependent on central government transfers and donor funds, with limited capacity to generate domestic revenue hindering service delivery.

" There was no fiscal decentralisation policy. Local councils experienced severe transfer delays from the central government. Share of the local council budget was less than 6% of the government budget."

Comment on Target

GoSL efforts consisting largely of re-writing policy, rebranding existing structures, and establishing new ones have not yielded any greater fiscal decentralization outcomes for Local Councils.
