Electricity access grew from 26% in 2017 to 36% in 2023, with national grid constraints leaving rural access as low as 9%. Improvement is therefore negligible. Private sector participation in electricity is improving. However, electricity theft, distribution losses together with high-cost electricity to households, makes energy access difficult for households and businesses … resulting growth energy output less meaningful.
