Significant Progress
As of April 2026, 14 of the 16 district headquarter towns had electricity. 7 had improved power (Kenema, Bo, Magburaka, Makeni, Port Loko, Moyamba and Koidu); while 7 had rationed access to electricity (Freetown, Waterloo, Kailahun, Bonthe, Pujehun, Kambia and Kamakwe). Other major towns such as Lungi and Mattru Jong had received thermal generator while 70 of the 190 chiefdom headquarter towns were put on solar mini grids.

Between 2018 and 2025 Sierra Leone significantly expanded electricity access progressing from major urban centres to rural decentralisation. Although it is realistic to expect all District headquarter towns to have access to reliable electricity by 2028, affordability and sustainability will continue to be a major issue.
